Iowa Utilities Board is now Iowa Utilities Commission

After 38 years as the Iowa Utilities Board (IUB), the state agency is welcoming a name change today and is now the Iowa Utilities Commission (IUC). In conjunction with the agency name change, Board members will now be known as Commissioners.

Additional changes to legal, physical, digital, and agency branding will be phased in over the next few months. The IUC website — now iuc.iowa.gov — also has been updated. Staff and business email addresses are in the process of being updated.

The name change is the result of legislation in Senate File 2385 and follows state government reorganization in 2023 that removed the IUB from under the umbrella of the Department of Commerce. The law does not impact the Office of Consumer Advocate (OCA), a division of the Iowa Department of Justice.

Visitors also will notice new signage outside and inside our building. While not all updates will occur today, the agency will continue to roll out physical and digital name changes including updates to the agency’s electronic filing system.

With the launch of the revised IUC website and new web address, users who have bookmarked previous pages may need to update frequently accessed pages.

Electric and Gas Members: Upcoming Compliance Reporting

Compliance reporting season is in full swing. There are a number of compliance reports due in January and the coming months. IAMU recommends that the employee at your electric or gas utility that does compliance reporting bookmark and regularly check the IAMU Electric Regulatory Calendar, and the Gas Regulatory Calendar. If you have an electric or gas compliance reporting question, please contact Jeff Gorrie – jgorrie@iamu.org
 
  • IUB ME-1 and MG-1 (Due April 1st, 2023)
    • If you are an electric or gas utility you will need to file your IUB annual reports: ME-1 (electric utilities) and MG-1 (gas utilities) through IUB 24/7 by April 1st, 2023.
    • The assigned IUB contact for completing these reports should have received and email from itsupport@iub.iowa.gov on 1-17-23 with further instructions. If your assigned contact for filing these reports did not receive this email, please contact IUB support through the email itsupport@iub.iowa.gov.
    • If you have any questions – please contact jgorrie@iamu.org.
  • EIA-861 and WAPA MIR Compliance Reporting (Due April 30th, 2023)
    • IAMU will be assisting Electric members with compliance reporting who must complete the EIA-861 long form for the calendar year 2022.  IAMU is assisting municipal electric utilities with completing the Schedule 6 A&B portion of the EIA 861 report. This section of the report covers the utility's Demand Side Management (DSM) activities; this includes both energy efficiency programs and load management programs.  Note: This is for Schedule 6 A&B of the EIA-861 only: your utility must complete the rest of the EIA-861. 
    • Last year IAMU sent out data request forms for this compliance report  and the WAPA MIR around March 22nd. This year in an effort to ensure that all compliance reports are completed in time, we will send out these data request forms in the beginning of March.

Attention Compliance Reporters! Call for Feedback on IUB’s EFS

Last week, IAMU sent out a survey to folks who use the IUB EFS (Electronic Filing System) for compliance reporting. The survey is SHORT, and should only take 3 minutes. Please fill out the survey at this link:

This survey is a crucial chance for IAMU members to impact how the IUB EFS functions in the future, and to make changes that better suit the folks who actually use the EFS (that’s you!). IUB is making a concerted effort to improve the process – this is your chance to help improve the system. Here is a brief message from IUB about why we’re doing this work:

“EFS is currently undergoing an upgrade to bring it to a modern application development base. As part of this modernization, we have the opportunity to address the user interface and experience for our users. The user interface of EFS is everything you see and interact with, including the web pages displayed to you, the font size and layout on screens, the information and columns displayed in search results tables, the buttons used to move around the system, and pretty anything a user does while interacting with the system (viewing, searching, clicking, etc.)”

ATTN: All electric utilities and natural gas utilities required to file a Customer Contribution Fund report

On or before September 30, 2022, a Customer Contribution Fund (CCF) report for the previous fiscal year (July 1, 2021, to June 30, 2022) must be filed with the Iowa Utilities Board (IUB) pursuant to Iowa Code § 476.66. The form for the CCF report is posted on the IUB website at https://iub.iowa.gov/records-information/forms-and-applications.

The completed report must be filed electronically through the IUB electronic filing system (EFS) at https://efs.iowa.gov/efs/ under Docket Number CCF-2022-0001. Please review attachment(s) B and C for further instructions.

CCF reports filed with the IUB by the deadline will be included in the IUB’s statewide CCF report to the Iowa Legislature. The IUB’s report will list all rate-regulated, municipal, rural electric cooperatives utilities that do not respond.

Upcoming IUB Events

The IUB has two upcoming events.

The 2022 IUB-PHMSA Pipeline Safety Conference is on February 8-9, 2022.  Registration is still open.

The IUB is also hosting utility annual report webinars on February 9, which will assist utilities on how to file their annual reports.
