Annual Report Municipal Electric Plant and Operations (ME-1)
The ME-1 requires utilities that file the EIA 860 and 923 reports to submit copies to the IUC as well. If the EIA delays the due dates of 860 and 923 reports beyond April 1, the ME-1 should still be submitted by April 1. The copies of the 860 and 923 should be submitted when they are available.

Must be filed by a utility if any of the following conditions apply: 1) Taxpayer is reporting replacement tax for the first time or the prior year replacement tax was zero or a partial tax; 2) The taxpayer's transmission or generation tax will vary by more than 10% from the previous year; 3) Natural gas deliveries to a new electric power generating plant that vary by more than 10% from the previous year; 4) The taxpayer paid more than $500,000 in replacement taxes in the prior year. 5) A portion or all of the company was sold in the current year.

Reporting on the EIA-860M must begin when either a new generator is within 12 months of entering commercial operation, an existing generator proposed for retirement is within 12 months of being retired from service, or a proposed modification to an existing generator is within one month of completion.
The status information provided on the EIA-860M should be the status of the generator as of the end of the data reporting period. The report is due on approximately the 15th day of the month following the data reporting period.
