Iowa Rent and Utility Assistance Program Reminder for Utility Providers

The application for the Iowa Rent and Utility Assistance Program is now available at IowaHousingRecovery.com under assistance for renters.

Requests of Utility Providers

1) Provide Program Information to Customers
  • Provide the program flyer to customers who are renters and may need assistance with their utility bill. The flyer is currently available in English and Spanish under the marketing resources section of the program website and can be shared with customers via email or hard copy.
2) Complete Utility Participation Form
  • Iowa Finance Authority has gathered beneficial contacts from utility providers to date. The process of signing up to receive information and payments from this program requires completion of a new form for providers of all eligible service types of the program. These eligible service types are electricity, natural gas, propane or fuel oil, water, sewer and trash removal. This form will collect necessary payment information, contact emails, and certify that the provider agrees to the requirements of the program. Completing this form for IFA is required to receive automatic notifications regarding customer applicants and payments for approved applicants.

Polk County and the City of Des Moines is administering the program locally. Therefore, Iowans residing in either Polk County or the City of Des Moines will be ineligible to apply for the Iowa Rent and Utility Assistance Program. COVID-19 Iowa Eviction & Foreclosure Assistance Still Available

Assistance is still available for Iowa homeowners and renters through the COVID-19 Iowa Eviction & Foreclosure Prevention Program. Announced yesterday, the maximum mortgage payment assistance has increased from a maximum of $3,000 to $3,600. The maximum rental assistance payment remains unchanged.

ELIGIBLE IOWANS

  • Current renters and homeowners that are at risk of eviction or foreclosure due to a documented COVID-19 related loss of income on or after March 17, 2020.
  • Household income at the time of application may not exceed 80% of the median family income, which varies by household size and county, a listing of income limits is available here.
  • Additional eligibility information is available here.

ASSISTANCE AVAILABLE

  • Rental assistance for up to four months. This can include months in arrears, no earlier than the April 1 rent payment, ($3,200 maximum).
  • Includes manufactured home rent and lot rent
  • Mortgage payment assistance, including up to four months (this can include up to two months in arrears) beginning with April 1 mortgage payment, ($3,600 maximum).

2020 WTFAP Grant Application Now Available

“The 2020 Wastewater and Drinking Water Treatment Financial Assistance Program (WTFAP) application is now available. 

Grants will be awarded to water and wastewater projects based on the following priorities: 

  • Disadvantaged communities
  • Projects that will significantly improve water quality in their watershed
  • Projects that use alternative wastewater treatment technologies (all projects proposing alternative technologies must be approved by DNR)
  • Communities with the highest sewer or water rates
  • Projects that use technology to address nutrient reduction
  • Projects that will improve source waters for drinking water utilities.”

 There is approximately $2 million available in this program, which is a part of the Senate File 512 legislation.  It is not related to the State Revolving Loan Fund projects.

The application (accessed via the black button mid-page) is due by September 25th.

The grant awardees are determined by a committee consisting of the Secretary of Agriculture (or designee), the Executive Director of the IFA (or designee), and the Director of the DNR (or designee).

Small Business Utility Disruption Prevention Program

The Iowa Economic Development Authority’s (IEDA) Small Business Utility Disruption Prevention Program will provide short-term relief to eligible small businesses and nonprofits that face significant hardship in the payment of utility bills for service provided during the months of disruption to their business.

COVID-19 Iowa Eviction and Foreclosure Prevention Program

Governor Reynolds has allocated federal CARES Act funds to assist Iowans who have been economically impacted by COVID-19 and may have difficulty paying their rent or mortgage payments.
 
Today, Governor Reynolds announced that the Iowa Finance Authority has launched the COVID-19 Iowa Eviction and Foreclosure Prevention Program and the online application is now available.
 
ELIGIBLE IOWANS
  • Current renters and homeowners that are at risk of eviction or foreclosure due to a documented COVID-19 related loss of income after March 17, 2020.
  • Household income at the time of application may not exceed 80% of the median family income, which varies by household size and county, a listing of income limits is available here.
  • Must not be currently receiving the $600 additional federal CARES Act stimulus unemployment benefits.
  • Additional eligibility information is available here.
