State Drought Plan

HSEMD, in partnership with DNR and IDALS, are preparing a statewide drought preparedness plan for Iowa and are seeking input from partners. A series of stakeholder input meetings are scheduled for July and August across the state, and we would like to invite you to participate.

There are five locations (including a virtual option) to choose from; please follow the embedded links below to register. Please note these meetings will not be hybrid events.

Please feel free to circulate this invitation widely across your networks as we would highly value the input from a wide variety of stakeholders from all sectors.

Title V Facilities' Emissions Reports due March 31, 2020

Facilities subject to Title V of the federal Clean Air Act must submit their emissions inventories for 2019 to the Iowa Department of Natural Resources (DNR) Air Quality Bureau by March 31, 2020.

To increase efficiency of and simplify the emissions reporting requirement, DNR requires that you report the 2019 emissions electronically using the State and Local Emissions Inventory System (SLEIS). The option of reporting emissions in paper forms is no longer available. For assistance regarding Emissions Inventory or Fee Payment (due July 1, 2020), please contact Jeremy Arndt at (515) 725-9511 or Jeremy.Arndt@dnr.iowa.gov. For assistance regarding SLEIS, please contact Nick Page at (515) 725-9544 for Nick.Page@dnr.iowa.gov.

The Annual Compliance Certification and the Semi-Annual Monitoring Report are due March 31, 2020 if your initial Title V permit was issued prior to January 1, 2020. Contact Mark Fields at (515) 725-9526 or Mark.Fields@dnr.iowa.gov if you have questions about these reports.

Water Members: Note DNR Testing Location Change for Operator Certification Online Exams

The Drinking Water Treatment, Distribution and Wastewater Treatment Operator Certification Online Exams will no longer be given at the Wallace Building on the Capitol Complex in Des Moines, but will be offered at the DMACC Southridge Testing Center (1111 East Army Post Rd, Des Moines IA 50315), starting March 11, 2019.

Exams will still be offered, by appointment, at Field Office 1 in Manchester, Field Office 2 in Mason City, Field Office 3 in Spencer, Field Office 4 in Atlantic and Field Office 6 in Washington. However, if you wish to take your exam at the DMACC Southridge Testing Center, after receiving your exam eligibility letter, call Elizabeth at (515) 725-0463, and she will set you up with DMACC.

The advantages of using the DMACC Southridge Testing Center include:

  • Extended hours of availability
  • Convenient location availability and parking

Plus, once you indicate you want to use the DMACC testing center, you will be given a four-week window in which you can go take an exam. There will be no specific appointment date or time; you can just walk in with your eligibility letter and valid ID and take the exam. Although there are multiple workstations available, DMACC asks that you call the day before you are thinking about testing to assure an available testing station. Southridge Testing Lab Hours are as follows:

  • Monday – 7:30 a.m. to 4 p.m.
  • Tuesday – 7:30 a.m. to 9 p.m.
  • Wednesday – 7:30 a.m. to 4 p.m.
  • Thursday – 7:30 a.m. to 9 p.m.
  • Friday – 7:30 a.m. to 4 p.m.
  • Saturday – 8 a.m. to Noon (All tests must be started by 9:30 a.m.)
