America's Water Infrastructure Act (AWIA) Office Hours

The U.S. Environmental Protection Agency (EPA) will host AWIA Office Hours to answer questions that small-sized (serving a population of 3,301 to 49,999 people) community water systems (CWSs) may have on completing and certifying their AWIA Emergency Response Plan (ERP) by the upcoming December 31, 2021 deadline. While Section 2013 of AWIA does not require the use of any standards, methods, or tools, EPA Office Hours will focus on the resource that EPA developed to aid small-sized CWSs in complying with AWIA ERP requirements, the ERP Template and Instructions for Drinking Water Utilities.

Office hours will be held in 45-minute sessions from December 1-30, 2021. Everything discussed during office hours will remain confidential.

AWIA Background: AWIA Section 2013 requires community (drinking) water systems serving more than 3,300 people to develop or update Risk and Resilience Assessments (RRAs) and ERPs. AWIA, promulgated on October 23, 2018, specifies the components that the RRAs and ERPs must address and establishes deadlines by which water systems must certify to EPA completion of the RRA and ERP. Risk & Resiliency and Emergency Response Plan Training for PWS

The America’s Water Infrastructure Act (AWIA) required systems serving at least 3,300 people to conduct a risk and resiliency assessment, and then incorporate those findings into an updated Emergency Response Plan.  EPA Region 7 held a series of three workshops in February 2021. The recordings of those three workshops can be found at these links (enter your name, email, and then the recording will show):

In addition, EPA is also hosting another full 3-part AWIA workshop and an AWIA webinar. You must register separately for each module.

In May, EPA will host another AWIA webinar to answer attendee questions and review key topics. This will be especially helpful for systems that have started to complete their RRA or ERP and have specific questions or topics they would like to revisit.

Risk and Resiliency Assessment Certification Deadlines (by system size):
  • At least 100,000 people served: March 31, 2020
  • 50,000 to 99,999 people served: December 31, 2020
  • At least 3,300 to 49,999 people served: June 30, 2021
Emergency Response Plan Certification Deadlines (by system size):
  • At least 100,000 people served: September 30, 2020
  • 50,000 to 99,999 people served: June 30, 2021
  • At least 3,300 to 49,999 people served: December 31, 2021
Reminder: Both certifications are required every five years. EPA is implementing this requirement; the certifications are submitted directly to EPA and not to Iowa DNR.  Note that the actual assessment and ER plan are not submitted to EPA; only the certifications are submitted.

EPA Region 7 AWIA Workshops for Assessments and ER Plans

EPA Region 7 is sponsoring a free three-part virtual workshop to help community drinking water systems (CWSs) learn about the requirements of America’s Water Infrastructure Act (AWIA). On October 23, 2018, AWIA was signed into law; Section 2013 requires CWSs serving more than 3,300 people to develop or update risk and resilience assessments (RRAs) and emergency response plans (ERPs). (Note: Under this law, the population also includes those people served in consecutive systems.) The law specifies the components that the assessments and ER plans must address and establishes deadlines by which water systems must certify to EPA completion of each.

The EPA is administering this law and its requirements in Iowa; for more information, please contact them at dwresilience@epa.gov. The assessment and plan are not submitted to EPA by the CWS; rather, those are retained at the CWS and a certification form for each is required to be completed and submitted. There is also a requirement for the CWS to evaluate each document every five years, in order to maintain a current assessment and plan.

This workshop contains three modules and each module requires a separate registration:
  • Module 1 – AWIA Section 2013 Requirements, Certification, & Section 2018 Basics
  • Module 2 - Risk and Resilience Assessments: Malevolent Acts, Natural Hazards, and the Small Systems Checklist
  • Module 3 - Emergency Response Plan Template and Guidance
Who Should Attend: This virtual workshop is designed for CWSs serving 3,301-99,999 people. Note: the population includes any consecutive systems that are served by the CWS.

All CWSs, as well as vendors and consultants, especially those who are assisting CWSs in achieving AWIA requirements, are welcome to attend. EPA invites those who would like to lead a version of this AWIA workshop (e.g., technical assistance providers) to attend in a “Train-the-Trainer” capacity. In this role, one can observe the workshop and receive presentation materials with speaker’s notes. At the end of Module 3, EPA will host a 30-minute Train-the-Trainer session to answer questions about using the materials provided to host one’s own trainings.

  • Module 1: Tuesday, 2/16/2021, 1:00 – 2:30 p.m. CST, Registration  
  • Module 2: Wednesday, 2/17/2021, 1:00 – 2:30 p.m. CST, Registration  
  • Module 3: Thursday, 2/18/21, 1:00pm-3:00pm CST* Registration
*If you are attending as a trainer, please plan for a 30-minute Q&A session at the end of Module 3.

CEU: 1.5 hours Iowa WT or WD per module.

EPA Webinar: Risk and Resilience Assessments – Lessons Learned

“EPA is hosting an upcoming webinar on lessons learned regarding AWIA risk and resilience assessments. This webinar will offer first-hand insights to medium and small-size systems in completing risk and resilience assessments and emergency response plans. A large water utility that achieved AWIA compliance with the March 31, 2020 deadline will also be sharing their strategy. Participants will learn how to access the latest tools, resources and guidance to assist their water utility in complying with the requirements of AWIA."

EPA Tutorial Video on Certifying Risk Assessment and ER Plan Online

The EPA has created a tutorial video to assist water utilities in complying with America’s Water Infrastructure Act (AWIA) Section 2013: Risk & Resilience Assessment and Emergency Response Plan certification requirements.  The You-Tube video demonstrates step-by-step instructions on how a water utility can certify electronically through EPA’s website. 

See the EPA website for more information on how to develop the assessment and plan, due dates, etc.

Reminder: all community water systems serving more than 3,300 people (including consecutive population) are required to conduct the assessment and develop the ER Plan.
