LIHEAP Application Period Extended to May 31, 2020

Due to the Covid-19 virus and the State of Iowa Public Health Disaster Emergency, the Iowa Department of Human Rights, Division of Community Action Agencies has extended the application period for the Low-Income Home Energy Assistance Program (LIHEAP) through May 31, 2020.
Iowa families are facing many challenges to cope with the Covid-19 virus. Some have lost jobs or had their hours of employment reduced. These circumstances could lead to difficulty in paying your utility bill. If you find yourself in that situation, there is help available through the State’s network of local community action agencies that have offices in all 99 counties. Families can apply for the Energy Assistance program at their local community action agency. This program can help pay a portion of an eligible household's utility bill. Eligibility is based on household size and income. Anyone facing difficulty in paying their utility bill is encouraged to contact their local agency.
Community action agencies have other types of help available, such as food and clothing pantries, and other services. You can find a link to information about your local community action agency by going to the Iowa Department of Human Rights' website at https://humanrights.iowa.gov/dcaa/where-apply.
In addition, the Division of Community Action Agencies appreciates the Iowa Utilities Board (IUB) order restricting all electric and natural gas utilities, including municipal, cooperative, and investor-owned, and all investor-owned water utilities from disconnecting any customers until the public health emergency is lifted by Governor Kim Reynolds. The Iowa Utilities Board also strongly encourages that all water utilities, including rural, municipal, and cooperative, suspend disconnecting any customers until the public health emergency has been lifted by written statement of Governor Kim Reynolds.

IUB emergency order extends utility winter moratorium period, halts disconnection for LIHEAP-qualified Iowans

The Iowa Utilities Board (IUB) today issued an emergency order directing all electric and natural gas utilities in the state to cease disconnection of residential service due to nonpayment. The emergency order, issued in Docket No. SPU-2020-0003, comes in response to a statewide disaster proclamation of public health emergency issued on March 9, 2020, by Gov. Kim Reynolds to enhance the state’s response to novel coronavirus (COVID-19).

The extended moratorium period will continue until May 1, 2020. Income-eligible Iowans have until April 30 each year to apply for limited financial heating assistance through the Low Income Home Energy Assistance Program (LIHEAP). The application deadline was not extended with today’s order.

The LIHEAP program is designed to help low-income families meet the partial cost of home heating through a one-time payment made directly to the utility or heating fuel vendor. Iowa law also protects qualified applicants who are the head of a household from being disconnected from natural gas or electric service during the annual winter moratorium, normally November 1 through April 1.

Iowa customers seeking LIHEAP financial assistance for utility bills should contact their local community action agency before April 30 to discuss eligibility guidelines. Although qualified applicants cannot be disconnected during the moratorium, the IUB urges all LIHEAP-certified customers to continue paying toward their energy bills to avoid accumulating high debt and facing potential utility service disconnection once the moratorium period ends.

The statewide extension period issued by IUB order today applies to all investor-owned, municipal and cooperative utilities in Iowa.

Make Plans to Attend IUB LIHEAP Meeting/Webinar

The Iowa Utilities Board (IUB) has scheduled eight Customer Service Fall Meetings throughout Iowa to address energy-related customer issues of importance to utility customer service personnel and community action agency caseworkers.  The sessions are open to utility and community action agency personnel and representatives of other community-based help organizations that assist low-income clients with winter heating bills.

Discussion will include LIHEAP, the Iowa winter home heating energy disconnection moratorium, a review of IUB’s role and jurisdiction, including rules regarding disconnection of utility service and how to file comments or complaints with the IUB.  

New this year: Three sessions will include a webinar option that will allow for active participation from attendees unable to travel to one of the community meetings.

Application Period for Winter Home Heating Assistance Begins November 1st

The home heating season is rapidly approaching and the Iowa Utilities Board reminds Iowans that limited financial heating assistance is available to income-eligible utility customers through the Low Income Home Energy Assistance Program (LIHEAP). The annual application period runs from November 1 through April 30, with early applications accepted throughout October from households with elderly or disabled residents.

The LIHEAP program is designed to help low-income families meet the partial cost of home heating through a one-time payment made directly to the utility or heating fuel vendor. Iowa law also protects qualified applicants who are the head of a household under LIHEAP or the weatherization assistance program from being disconnected from natural gas or electric service during the annual winter moratorium, November 1 and through April 1. Although qualified applicants cannot be disconnected during the moratorium, the IUB urges all LIHEAP-certified customers to continue paying toward their energy bills through the winter to avoid accumulating high debt and facing potential utility service disconnection in the spring.

Eligibility for the federally funded LIHEAP program is based on household size and income. Interested applicants should review the federal income guidelines to determine whether they qualify, then apply at the community action agency serving their area. Heating assistance dollars for LIHEAP and the federally funded weatherization assistance program are limited.
