Energy Services Specialist

The Iowa Association of Municipal Utilities (IAMU) is currently seeking a member-focused, innovative, and results-oriented Energy Services Specialist.

The Energy Services Specialist will:

  • serve as the subject matter expert for IAMU staff and members on distributed generation, renewable energy, and energy efficiency
  • help promote and manage IAMU programs relating to member education on distributed generation, renewable energy and energy efficiency
  • assist members with industry related regulatory filings as needed.

A bachelor’s degree is required with a degree in engineering preferred, but not required. Any combination of equivalent education and experience will be considered. The ideal candidate will have extensive understanding of the electric utility industry, including its regulatory structure, distributed and utility grade renewable energy and energy efficiency. Experience with municipal utilities is also a plus.

The successful candidate will be a self-starter capable of managing multiple projects at once and have excellent written & verbal communications skills. The Energy Services Specialist is required to work collaboratively across functional areas in order to serve the needs of IAMU’s members. Overnight travel is required a few times a year and is typically planned well in advance. The Energy Services Specialist reports to the Executive Director.

IAMU represents more than 550 municipal electric, gas, water and broadband utilities statewide, and maintains a marketing relationship with a large number of associate member businesses. IAMU offers its members advocacy, education and operations support and services with a variety of programs.

Water Treatment Operator

Performs basic and semi-skilled work as related to the operation and maintenance of the water and wastewater distribution systems. Performs any combination of laboring, equipment operation, semi-skilled building and mechanical trades assignments involving the maintenance and repair of the water and wastewater distribution system, streets, premises and property of municipality and the provision of scheduled and emergency services within the Public Works Department.

EXAMPLES OF ESSENTIAL DUTIES:

  • Performs maintenance and repair activities in the water and wastewater distribution systems including water main breaks, valves, hydrants, and low pressure sanitary sewer system.
  • Responds to service calls and other emergencies as directed during normal business hours and is available on call after hours and on weekends.

    Operates, services and maintains motor grader, endloader, backhoe, terragator, tractors, mowers, street sweeper and related public works equipment; assists Maintenance Mechanic in the repair and maintenance of public works and other municipal vehicles and related equipment; checks gas, oil and fluids; washes vehicles.
  • Trims and removes trees and brush using chainsaw and chipper; rakes leaves and removes fallen branches and other objects which are hazardous to public safety.
  • Removes snow and sands/salts streets and sidewalks using graders, dump trucks, endloaders, snow blowers and related equipment.
  • Drives trucks equipped with dump body, tanks and peripheral equipment to transport loose materials such as sand, gravel, crushed rocks and related materials to job site; loads truck by hand or by operating mechanical loader.
  • Erects barricades, fences and rails to protect the public from hazardous conditions.
  • Levels and finishes gravel roads using a motor grader; maintains shoulders by proper leveling, filling and blading.
  • Maintains and repairs buildings, equipment and facilities utilizing basic skills associated with the construction and mechanical maintenance trades.
  • Installs and maintains traffic signs and markers; maintains sign inventory; installs and repairs traffic lights; hangs signs and decorations on municipal facilities and premises using hand and power tools; assists in flood control and related emergency situations; assists in spring cleanup tasks by removal and dispersal of unwanted household items.

TYPICAL QUALIFICATIONS:
REQUIRED KNOWLEDGE, SKILLS & ABILITIES
Graduation from high school or equivalent and at least two years experience in the operation and maintenance of a water and wastewater distribution systems or road construction or public works setting. Ability to establish and maintain effective working relationships with co-workers and the public, ability to keep accurate and legible records and have the ability to recognize occupational hazards and follow established safety procedures. Shall maintain a valid commercial drivers license (CDL) with air brake option as a condition of employment. Knowledge of the materials, equipment, tools used in various public works  maintenance and construction functions; knowledge of the operating characteristics of heavy and specialized equipment; ability to perform a variety of laboring and semi-skilled tasks in the operation, maintenance and repair of various types of public works equipment and building structures and premises. PHYSICAL CHARACTERISTICS OF WORK
Will be required to perform duties during off-hour emergencies, weekends, or holidays. Basically outside work involving frequent standing and walking. Work involves lilting, pushing, pulling, carrying heavy objects and materials used in public works maintenance, solid waste removal and construction tasks such as jackhammers and solid waste containers weighing 50 lbs. or more, and intermittent periods of sustained physical activity involving climbing, crawling, bending, stooping and crouching. Eye/hand/foot coordination, manual and finger dexterity, acceptable hearing and related cognitive abilities.

VISION REQUIREMENTS
Clarity of vision 20 It. or more, good depth perception and field of vision in order to operate various kinds of public works motorized equipment.

General Manager

The General Manager is an advanced professional and administrative person who works as the manager of the public electric, water, gas, and waste water utility department.  Work involves the responsibility for planning, directing, and supervising the operation of the utility under the general administrative direction of the City Council.  Duties include the design, construction, maintenance, and operation of commercial and residential utility services. The Manager will be responsible for the following:

  1. Plan, direct and coordinate the work of the organization; establish procedures and policies within the general policy established by the City Council; make recommendations on plans, policies and projects to the Council.
  2. Administer and coordinate the development and execution of the capital improvement projects budget; participate in the development of master plans for organizing and financing capital improvement projects.
  3. Advise the City Council and citizens on various utility projects and programs.
  4. Coordinate work with other city departments as well as other utility interests.
  5. Prepare and present a recommended budget to the City Council.

Qualifications: A college degree in engineering, business or related course of study and strong managerial and interpersonal skills is preferred.  A minimum of eight (8) years of responsible supervisory/managerial experience with a public utility or closely related organization is highly desired. 

Experience:  Knowledge of materials, methods, and practices required in municipal public utility construction, maintenance, and operations.  Knowledge of construction contract administration and knowledge of local, state, and federal laws and regulations pertaining to public utility operations is essential.
